Leur objectif combin\u00e9 \u00e9tait de le proclamer nation de t\u00eate de la r\u00e9gion et d\u2019\u00e9tablir une OTAN arabo-isra\u00e9lienne s\u2019appuyant sur les fameux accords d\u2019Abraham et leurs pr\u00e9c\u00e9dentes variantes.<\/p>\n<p>La pierre angulaire de cette nouvelle alliance a \u00e9t\u00e9 pos\u00e9e lors du <em>\u00ab sommet du N\u00e9guev \u00bb<\/em> qui a d\u00e9but\u00e9 dimanche 27 mars dans le <strong>N\u00e9guev<\/strong>, dans le sud de la Palestine occup\u00e9e, et auquel assistaient<strong> le secr\u00e9taire d\u2019\u00c9tat am\u00e9ricain Antony Blinken<\/strong> et ses homologues venus<strong> d\u2019\u00c9gypte, des EAU, du Maroc, de Bahre\u00efn et du pays organisateur, Isra\u00ebl.<\/strong> Ce fut de loin la rencontre la plus inqui\u00e9tante des trois. Elle constituait l\u2019adoption officielle et publique par les Arabes de l\u2019\u00e9tat d\u2019occupation \u00e0 tous les niveaux et elle liait sa s\u00e9curit\u00e9 et son existence aux r\u00e9gimes arabes qui ont particip\u00e9 sans vergogne \u00e0 cette r\u00e9union orient\u00e9e contre l\u2019<strong>Axe de la r\u00e9sistance<\/strong> dirig\u00e9 par l\u2019<strong>Iran.<\/strong><\/p>\n<p>Les trois sommets ont \u00e9t\u00e9 provoqu\u00e9s, pr\u00e9sume-t-on, par la crainte que les pourparlers de <strong>Vienne<\/strong> n\u2019aillent d\u00e9boucher sur un nouvel arrangement nucl\u00e9aire <strong>qui l\u00e8verait toutes les sanctions contre l\u2019Iran<\/strong>, reconna\u00eetrait son r\u00f4le r\u00e9gional, d\u00e9g\u00e8lerait ses milliards de dollars d\u2019avoirs et radierait le corps des Gardiens de la r\u00e9volution islamique de la<strong> liste am\u00e9ricaine des terroristes.<\/strong><\/p>\n<p>Le sommet du N\u00e9guev n\u2019\u00e9tait pas seulement c\u00e9r\u00e9monial. Son \u00e9talement sur deux journ\u00e9es indique qu\u2019il y avait un agenda d\u00e9taill\u00e9 en vue de discuter la couverture des termes d\u2019un <strong>pacte<\/strong> ou d\u2019une<strong> alliance de d\u00e9fense commune<\/strong> et des <strong>plans de coop\u00e9ration militaire et s\u00e9curitaire pr\u00e9par\u00e9s par les EU.<\/strong> Il pourrait \u00e9galement s\u2019ensuivre le ralliement au camp am\u00e9ricain dans la guerre de l<strong>\u2019Ukraine<\/strong> contre la <strong>Russie,<\/strong> un jeu tr\u00e8s risqu\u00e9 pour les \u00c9tats arabes quant \u00e0 des choix qui n\u2019offrent absolument aucune garantie de succ\u00e8s.<\/p>\n<p>Sans aucun doute, Isra\u00ebl consid\u00e8re que l\u2019Iran et ses alli\u00e9s paramilitaires lui posent une menace existentielle. Mais c\u2019est dans notre int\u00e9r\u00eat, en tant qu\u2019Arabes (ou du moins ceux d\u2019entre nous qui croient encore en cette d\u00e9signation). Quelle menace posent-ils pour plus de 100 millions d\u2019\u00c9gyptiens, ou pour le Maroc situ\u00e9 \u00e0 des milliers de kilom\u00e8tres ?<\/p>\n<p>La cr\u00e9ation de <strong>cette nouvelle OTAN arabo-isra\u00e9lienne<\/strong> implique la fragmentation du monde arabe, l\u2019enterrement de la Ligue arabe et de l\u2019organisation des sommets arabes en tant qu\u2019institution, l\u2019extr\u00eame abandon de la cause palestinienne et de l\u2019identit\u00e9 arabe de J\u00e9rusalem et l\u2019adoption du projet sioniste dans sa totalit\u00e9, lui conf\u00e9rant un nouveau bail existentiel apr\u00e8s une p\u00e9riode au cours de laquelle Isra\u00ebl s\u2019\u00e9tait inqui\u00e9t\u00e9 de perdre son avantage qualitatif sur le plan militaire.<\/p>\n<p>Il a \u00e9t\u00e9 tr\u00e8s insupportable de voir les ministres arabes des Affaires \u00e9trang\u00e8res impliqu\u00e9s dans le sommet du N\u00e9guev <strong>visiter la tombe du fondateur d\u2019Isra\u00ebl David Ben-Gourion<\/strong> et d\u00e9poser une couronne en son honneur. Certains d\u2019entre eux peuvent m\u00eame avoir partag\u00e9 une larme ou dit une pri\u00e8re pour lui. Je me demande si un seul responsable isra\u00e9lien ou am\u00e9ricain a jamais visit\u00e9 la tombe de feu le grand pr\u00e9sident \u00e9gyptien <strong>Gamal Abdel Nasser.<\/strong> \u00c7\u2019a \u00e9t\u00e9 le nec plus ultra dans l\u2019humiliation que constitue l\u2019auto-avilissement.<\/p>\n<p>Le couronnement<strong> d\u2019Isra\u00ebl en tant que chef de cette nouvelle OTAN du Moyen-Orient<\/strong> est \u00e0 la fois une iniquit\u00e9 et une erreur majeure. L\u2019alliance ne parviendra pas \u00e0 faire face \u00e0 l\u2019Iran et \u00e0 ses partenaires, pas plus qu\u2019elle n\u2019all\u00e8gera les craintes de ses membres ni ne leur fournira de protection. Elle est bien davantage susceptible d\u2019aggraver les probl\u00e8mes et de les exposer \u00e0 des menaces s\u00e9curitaires suppl\u00e9mentaires qui pourraient d\u00e9boucher sur la d\u00e9stabilisation de leurs r\u00e9gimes.<\/p>\n<p><strong>Les EU \u2014 vaincus en Irak, en Afghanistan, en Syrie et ailleurs<\/strong> \u2014 ne sont plus la superpuissance mondialement crainte qu\u2019ils \u00e9taient. Leur faiblesse a \u00e9t\u00e9 illustr\u00e9e dans la guerre d\u2019<strong>Ukraine<\/strong> o\u00f9 ils n\u2019ont pas \u00e9t\u00e9 en mesure de fournir ou de diriger une r\u00e9ponse militaire r\u00e9elle de l\u2019<strong>OTAN<\/strong> et o\u00f9 ils ont \u00e9t\u00e9 r\u00e9duits \u00e0 implorer un par un les gouvernements arabes de les aider, sans grand succ\u00e8s jusqu\u2019\u00e0 pr\u00e9sent.<\/p>\n<p>Les pays de l\u2019autre camp de la fracture arabe sont cibl\u00e9s par cette nouvelle alliance. Il leur faut rompre leur silence et unir leurs forces en un front musulman arabe uni afin de la contrecarrer et de se d\u00e9fendre. Ici, nous faisons sp\u00e9cifiquement allusion \u00e0<strong> l\u2019Alg\u00e9rie, la Syrie, l\u2019Irak, le Y\u00e9men, le Liban, les factions de la r\u00e9sistance palestinienne et certains \u00c9tats du Golfe toujours dans l\u2019ind\u00e9cision.<\/strong> Un tel nouvel axe arabe pourrait d\u00e9tenir une puissance consid\u00e9rable. Et il b\u00e9n\u00e9ficierait du soutien d\u2019une puissance r\u00e9gionale musulmane <em>\u00ab semi-nucl\u00e9aire \u00bb<\/em>, l\u2019<strong>Iran<\/strong>, et d\u2019une coalition mondiale \u00e9mergente dirig\u00e9e par la Chine et la Russie et contestant la domination am\u00e9ricaine dans les affaires du monde.<\/p>\n<p><strong>L\u2019OTAN<\/strong>, avec toute sa puissance et sa gloire, <strong>n\u2019a pu s\u2019imposer en Afghanistan, en Irak ou en Syrie<\/strong>.
